Itanagar, Jul 13: According to an information received the 72 hrs Aalo bandh has been called off after a meeting of Paktu Area Peoples’ Forum & Paktu Ao Youth Welfare Association (PAYWA). The proposed bandh call on July 14 was called by PAYWA to press for their demands which include release of those arrested following the assault on Deputy Commissioner. The bandh has been called off after an assurance by the administration to release the four arrested.

Cemented total knee joint replacement
ITANAGAR, July 13: Charuk Lida from Daporizo underwent cemented total knee joint replacement on July 11. The 2 hours long surgery was done by Dr Lenin Ligu in Deen Dayal Uphadhyay Hospital New Delhi under guidance of Dr V K Goyal.
A release stated that Lida is probably the first Arunachalee to get artificial knee joint.
He had been suffering from painful knee since last 30 years and was having lots of difficulty in doing his daily routine activities.

He was born on 7.7.1967 and survived is by seven sons and three daughters.
He served as President of Upper Subansiri District Youth Congress Committee, Anchal Samiti Member from Panimuri and Nuk from 1993 to 1999, three times consecutives Board of Director Members of DAPO LAMPS Ltd. and President, Upper Subansiri District Cooperative Union (USDCU), Board of Director, Arunachal Pradesh State Cooperative Union.
Besides, he was the founder members of Gongo Welfare Society and served as President for two consecutive terms till death and was also the Chief Convenor of Karga Ao Welfare Society of Upper Subansiri and West Siang Districts.
The members of the Karga Ao Welfare Society prayed for the eternal peace of the departed soul and conveyed their heartfelt condolences to the bereaved family members at this hour of grief.

Union Ministry to enhance APL Rice Quota for Arunachal Pradesh
ITANAGAR, Jul 13: Union Minister for Consumer Affairs, Food & Public Distribution Prof. K.V Thomas has assured to enhance the quotas of APL rice quota, SK Oil (Kerosine) for Arunachal Pradesh at the earliest. The Union Minister gave the assurance to the members of the consultative committee of Food Corporation of India (FCI) for Arunachal Pradesh yesterday.
The minister also assured to release the allotted fund for the construction of proposed 12 FCI godowns in Arunachal Pradesh besides fund for other four districts subject to acquisition of land and proper clearance from the state govt.

Earlier, the Consultative Committee members comprising former Minister Anok Wangsa, Nabam Jollaw, Tacho Kabak, Nima Sange and Karto Kaye called on the Minister and submitted a memorandum demanding construction of FCI Godowns in all the district headquarters of Arunachal Pradesh, enhancement of quota for APL rice from present 44,750 quintals to 90,000 quintals per month and SK Oil from present 636 KL to 1272 KL considering the ever increasing population, and conversion of the present Meter Gauge to Broad Gauge (Railway).
It also apprised the minister of their earlier representation submitted to the then Union Minister of Consumer Affairs, Food & Public Distribution Sharad Pawar at New Delhi on October 22, 2010 for the enhancement of APL and BPL Rice quota.
The memorandum said that enhancement in quotas of SK Oil and rice was necessary due to increase in population. Further, most of the rural areas of the state are not yet connected through road communications and the administrative circles and villages too are not yet electrified. Moreover, there is no LPG gas connections in those areas, the memorandum.
Govt of India has allocated 6678 MT of BPL Rice and 914 MT of BPL wheat under the Targeted Public Distribution System (TPDS) at the BPL Central Issue Price (CIP) for distribution of BPL beneficiaries during the current financial year from June 2011 to March 2012 for the state of Arunachal Pradesh under the initiative of FCI Consultative Committee for Arunachal Pradesh.

NAHARLAGUN, Jul 13: With an effort to revamp the financial autonomy of legislative assembly secretariat, the Budget Committee sitting was held under the Chairmanship of deputy speaker Tapang Talo after more than six and half years at Nokmey Namati Hall of Legislative Assembly on July 7 .
The Committee examined in depth the budget proposals drafted by the Legislative Assembly Secretariat.
The Committee was also of the opinion that MLALAD fund should be increased from existing Rs.70 lakhs to Rs.1.5 crore for each MLA since MLALAD fund are used for real public cause.

Four Army personnel feared drowned
Daporijo, Jul 13: Four Army personnel were feared drowned when the jeep carrying them fell into Subansiri River at Redding, 183 km from Upper Subansiri, on July 11 at 12.40 pm.
According to DIPRO report, the accident occurred when the jeep bearing registration no DA 05B 091303A of the 23 Rajput BN was traveling towards Limeking.
The whereabouts of the vehicle along with the army personnel are yet not known. The army personnel, who were travelling in the jeep were Naik Subedar Mahavir Singh Sampawat (4A0530N), Havaldar Tejbhan Singh (2989681H), Sepoy Shiv Singh Gurjar (3004121F) and Sepoy Narendra Vikram Singh Rathore (3007074A)

Ankur Garg, Secretary, Planning, Economics and Statistics, attending training programme said that with the 12th Five Year Planning approaching, the Planning Commission has decided to make plan of inclusive growth. Laying stress on the sample survey, he said data help estimate income and poverty as well as the economic status at which the citizens are living. He urged all the field officers to provide reliable and accurate data.

World Population Fortnight 2011

The tremendous interest generated on 11 July 1987 led to the establishment of World Population Day as an annual event. For more than 20 years, 11 July has been an occasion to mark the significance of population trends and related issues.
In many ways, it is an achievement: Globally, people are living longer and healthier lives, and couples are choosing to have fewer children. However, because so many couples are in, or will soon be entering, their reproductive years and the world population is projected to increase for decades to come. Meeting the needs of current and future generations presents daunting challenges.
Whether we can live
together equitably on a healthy planet will depend on the choices and decisions we make now. In a world of 7 billion people, and counting, we need to count each other.
In Arunachal Pradesh also, the World Population Day was celebrated on 11th July at Itanagar where, the HPS Thangwang Wangham flagged off the population rally. Hundreds of school children took part in the rally and it culminated into a formal oral and visual ceremony at Vivekananda Hall. It not only signifies the formal kick off but also an enduring commitment to the cause for a stable population.
In the districts, the World Population Day is proceeded by World Population Fortnight with a slogan: Chhota Parivar: Sampoorna Vikas (Small family: Overall Development). The celebration is preceded by Mobilisation Fortnight (Dampatti Sampark Pakhwada): (27th June to 10th July) and now Population Fortnight (Jansankhya Sthirita Pakhwada) from 11th to 24th July; It may be called as: Family Health Mela fortnight (11th to 24th July).
The activities in the mobilisation fortnight include:
1. Updating of the eligible couple survey register by the ANMs and ASHAs in the district so that the target couples could be identified and sensitised.
2. Awareness generation
3. IEC on various
Family Planning methods/services as well their availability at various health facilities across the districts.
The proposed activities in the population fortnight are
1. Exhibition of family planning methods
2. Other RCH and HIV/AIDS activities
3. Counselling of clients on the basket of choices
4. Display of Banners & posters at prominent places & all health facilities
5. Distribution of Leaflets in every village
While planning and implementing the proposed fortnight, strong coordination and cooperation from all quarters are absolutely vital. This include role of Deputy Commissioner to ensure presence of local MPs (Lok Sabha & Rajya sabha), MLAs, Chairmen & Zila Parishad Members belonging to the district in the melas/ programs to be organized at the district level or may have one in each parliamentary constituency, The Nehru Yuvak Kendras are to be enlisted for mobilizing young people from the villages, mobilize eligible couple to participate in the mela and ensure good gathering. all ANMs/ Health workers and ASHAs in the district are to be instructed to perform side by side activities on IEC is to be scaled up from village to village for spreading the messages on family planning. It could have one ANM or “satisfied couple” on it to convince eligible couples on the advantages of practicing Family Planning
The mobilization and promotional activities would be carried out all throughout the fortnight.
At the facility level, services related to family planning will be provided as per the choice of the client in designated District Hospital, CHC / PHC. Provision of temporary method choices will be provided free of cost at all level and it is expected to provide about 3038 Intra Uterine Device (IUD) to the eligible couples. The supply of oral pills will also be provided free of cost and the state expects to provided 1631 OCP cycles to the eligible couples. Permanent method services in the District Hospitals (fixed site) and camps specifically organised for sterilisation and vasectomy services will be organised in all the districts and It is expected that about 3735 sterilisation operations would be done in the state. There will be provision of counselling sessions on family planning methods and services. Further, it is envisaged that two best performing districts and four blocks and best performing personnel may be felicitated at the state level.
Finally, as the slogan goes, let us grow not in numbers but in quality. Let us decide wisely for our future as today is the day we have. Who knows, tomorrow may be too late. Let us come together, help each other and establish a small and happy family which mean, a state filled with quality people devoid of hunger, frictions, congestions, diseases but a healthy, happy and vibrant Arunachal Pradesh. CHANGLANG, July 13: A training programme on “Office Automation” for Ministerial staffs of District Administration started in NIC District Centre, Changlang on July 11.
Addressing the inaugural function, Changlang Deputy Commissioner Opak Gao explained the importance of this training and told the trainees to give utmost interest and try to gain whatever possible out of it. He told the trainees that in this age of Information Technology, knowledge of computer and Internet are must for everyone. The age of Type Writers are gone and obsolete, he said.
This training programme is being sponsored by Administrative Training Institute, Naharlagun and with course fees assistance of Department of Personnel and Training, Government of India, New Delhi under its “Specific to state category plan training programmes.”
Course Director Radhe Hinda, DIO, Changlang informed that there are 23 ministerial staffs from different branches of district administration who are attending the training programme.
This is being conducted with resources from NIC District Centre and collaboration with local private computer tutorial, MICE (Manipal Institute of Computer Education) located at Changlang town.

The training session is divided into Theory and Practical sessions.

Coordination cum review meeting on IGMSY
ITANAGAR, July 13: A district level coordination cum review meeting on Indira Gandhi Matritva Sahyog Yojana (IGMSY), a scheme to improve the nutritional status of pregnant and lactating mothers and Rajiv Gandhi Scheme for Empowerment of Adolescent Girls (SABLA) was organized by deputy director, ICDS Cell at the DC’s conference hall, Yupia yesterday.
ICDS deputy director P E Angu in her key note address requested all the members present to extend their cooperation for the successful implementation of the schemes in the district. She also gave a presentation of the rollout of the schemes, and hoped that the targets would be achieved by the next review meet.
Dr. A Tabui, DMO and Dr Dimong Padung, Nodal Officer, NHRM also agreed that the convergence of health and ICDS department was important. They further said that community awareness of the schemes was important for better coverage in the district.
Heads of the other Govt departments and Nabum Bate, ZPM also assured all cooperation and help in bringing awareness on the schemes in the grassroots level.
The CDPOs of the district presented their status reports and discussed about the bottlenecks faced in the implementation of the schemes, especially in the transfer of funds to the beneficiaries due to absence of banking facilities in certain projects. However, they hoped that the Banks and Postal Departments would address this problem.
Presiding over the meeting, Papum Pare DC Pige Ligu emphasized on the convergence of all departments to achieve the desired results. He also stressed on the achievement of goals under the schemes being launched as pilot projects. The DC, however, took serious note of the absence of certain officers, especially the bank personnel who play an important role in the smooth implementation of the scheme and expected that this would not happen again.

Why is it so expensive?
Dear Editor,
In support of the letter “The exorbitant B.Ed fees” of poor student, I also draw the attention of AAPSU and Education Department for the problems faced by the poor unemployed citizens of Arunachal Pradesh. The fee of B.Ed is about Rs 30000 in Assam, in RGU also it is about Rs 30000 and in open seat it is only about Rs 3800 only.
As a state if we can fix the price of meat and vegetables in the market, why not this?? Private colleges are charging Rs 60000 to Rs 75000 for B.Ed course. In technical course fees are higher because of instruments, equipment used for lab work, practical works. But what instruments, equipments will be used in B.Ed course?? It is simple class teaching, teaching practice. What I think it should not cost this much!!

Come one, come all civilised and literate people of capital complex Itanagar, come my brothers and sisters, lets collectively unite against the bank employees. they are the down trodden employees who from the beginning of their official time start working until the end of the office time with extra personal time given to the customers to be in good relation and what this creatures get instead is vulgar words and pointed fingers. They deserve it, isn't it my intellectual people of Itanagar ?

KCC is going somewhere else
Dear Editor,
I would like to share how the Kishan Credit Card (KCC) is being misused by the staffs( Loan Section) of State Bank of India (SBI) Chongkham in Lohit district.
The KCC which is totally entitled for the farmers is sanction to the govt. employees that totally contradict with its rules and regulation.
As per the rule of KCC, the amount to be refund back to the bank is calculated half yearly but here at Chongkham SBI, they are charging monthly. Above that they even lock the account (Amount) of the customers for four to five months.
The most corrupted thing happening here at Chongkham SBI is that they sanction loan
to the govt. employees and they are charging Rs 10,000/-
Hence, I request the General Administration in the area to look into such corrupt matter seriously in favour of the Kishans.

No more bandhs please
Dear Editor,
I am very much convinced by the clarification given by the present ANSU general secretary which was published in your daily.
What I feel is that if anybody is commenting against the move it is directly or indirectly against an incumbent. ANSU is an institution, how come anybody can destroy its image; it can lose its dignity and glory because of its incumbent. If I am not wrong Mr Pradip Thakur had share his personal view and he sought an apology. Now what else you want?
Constitution of India has given right to freedom of speech and expression to each and every individual. Giving frequent bandh call doesn't seem to be a mature act, as he stated that ANSU is matured institution which everybody knows. When you are mature you must know how to forgive. We always see and know ANSU raising voice for good cause but this one seems frisky. I request ANSU not to go for further bandh call, which is an unnecessary harassment to general public.

What happened to the proposed interview?
Dear Editor,
Advertisement for the post of Art Education(part time instructor) was published in your daily on 7th December 2010 asking the eligible candidate to submit the documents by Project Director, SSA Rajya Mission.
But even after the passage of more than seven months from the date of advertisement and submission of the documents, the concerned department never felt it necessary to inform the aspiring applicants regarding the status of the application and the position of the advertised post thereof.
Being one of the applicants, I would like to ask the authority concern why it is taking so long to conduct the examination or interview and if at all by any means the applications were rejected then why they did not felt it necessary to inform the concerned applicants.
Further, I would like to request the concerned authority to conduct the interview as soon as possible.

The peace team of GWS on Aalo Conflict recommended immediate transfer of the present incumbent DC as section of the general public seems to have lost confidence in him and his administrative capability. It is clear that there is evidence of incompetency, and unhappiness on administration of DC Amjad Tak by the people of Aalo. Although beating of DC by the senior citizen has drawn wide condemnation especially by the APPCS Officers, it is also lesson for those officers who sing the tune of politician. Hope all the officers in our state learned from this incident.

Disburse the DA please
Dear Editor,
I would like to highlight the late disbursement of 6% DA in Education Department of East Siang Dist of Arunachal Pradesh. The 6 percent dearness allowance was announced by the govt. of Arunachal Pradesh on 4th of June 2011 but to our utter surprise that the department concern is not disbursing the same in the pretext of 'No Fund' whereas the employees of other departments have already got it. Therefore, the authority may initiate early action to disburse the 6 percent DA.
